Hello everyone! I hope everyone is doing well. A lot of us are still at home and going stir crazy but trying to get out when we can. The snow and ice storms have not helped. Please stay safe. Here is a lot of information for the community.
#1. Our annual Mulch Sale is now going on! This will probably be our biggest fund raiser since we had to cancel the Christmas Bazaar and our Golf Tournament this last year. Having our Fireworks and other events depends on us raising money during the year. This year the Independence Day Celebration will be on July 3rd with our parade and fireworks at Long Point. We sell for the same amount as many local businesses and we deliver for free, so ordering from us is a good value and you are supporting your community. #2. I would like to welcome our new Vice President John Beatty. John has been very helpful in the community and has agreed to serve in this position. He is already organizing a list of people to do a community cleanup in the Spring. I'm sure he will be a big help in the future. We are also going thru the list of people who are on the board of directors list and updating it. If you are interested in a position please contact me. These are the people who help make decisions with the officers in the Civic Association.
#3 As many of you know, new officers were elected this past January 2020 for BEMANCO. As Vice president of BEMANCO, I wanted to provide some information about the annual fees that are associated with each lot here in Golden Beach and Patuxent Knolls. It’s imperative to understand that this Annual Covenant Fee is written into the deed associated with each lot! It is not HOA dues, it is a covenant fee paid to the management company, BEMANCO, for the upkeep of the specific areas in our community. These specific areas include the beaches, the boat ramps, the piers, the Pavilion, and the adjoining grass areas and parking lots. This Annual Covenant Fee was established in the early 60's and is mandatory for ALL lot owners EQUALLY. This means if you own four lots, you are responsible for the four Annual Covenant Fees! Back when BEMANCO was first established, the total costs of managing all the properties was determined and that annual cost was divided by the total number of lots planned for the community. This past year, we’ve received a lot of questions about delinquent accounts, guest passes, beach stickers, mosquito control and other items. One of the first priorities of the new Officers and Board members was to review the By-Laws and agree that we would follow them as previously written. Contrary to what some individuals may think, we have not changed the By-Laws. We are simply trying to enforce what was written, on a level playing field, for all lot owners in our community. Some people have complained that they have been turned over to a lawyer for collection of their delinquent Covenant Fees. This is true. Approximately eighty (80) percent of all lot owners are current in their Annual Covenant Fees. Thankfully, a lot of you even send in a little extra since we all know that $28.00 a year doesn’t cover everything. The truly sad part is that the outstanding balance of the remaining twenty (20) percent at the beginning of January 2020 exceeded $30,000.00 before the attorney’s fees! As such, it is the responsibility of BEMANCO to legally collect on these past due balances. In an attempt to correct this situation before it got worse, a letter was sent to the last known address of lot owners explaining that if they did not bring their account into good standing, the next step would be to turn their account over to attorneys for collection.
It does not matter if you choose not to use the boat ramps and beaches, you live in a waterfront community and you agreed to pay your fair share when you bought your property. Your property is worth more because you live in a waterfront community. By comparison to other communities, $28.00 is ridiculously low and most of those residents assume that is a monthly fee which would equal $336.00 a year! Unless the other lot owners want to payoff the balance of those that have not paid their legally required fair share, BEMANCO will continue to enforce the collection of these past due accounts according to the by-laws. Please look around the community and recognize all the great things that have been accomplished in the last year. Most of this is because a lot of people donated their own time and finances for materials to get everything done. Also notice there were beach attendants at 3 locations last Summer to make sure the benefits of living here were protected and reserved for those who have paid for their use. All of this costs money and it cannot continue unless these past due accounts are collected. Please remember that your Annual Covenant Fee is due before April 1st, 2021. Anything received after that date is legally past due and will incur the $5.00 late fee. Much of this was explained in the letter that was distributed in January of this year. We have made it very easy to pay and it can even be done on line. It is sad that I have to include this information as eighty (80) percent of the community is paid current and many understand and send in extra each year. Please know that this is greatly appreciated and we will utilize those funds wisely to improve our community. We will be having an open meeting as soon as government mandated restrictions are lifted. Please plan to attend this meeting as additional information and future planning information will be provided at that time.
